Comey sends two agents (including Strzok)into White House to question Flynn without informing him of why they were there. They question him, based on transcripts of his recorded calls. The FBI is not allowed to investigate the DNC's computers. Crowdstrike is brought in Mid April. The timeline suggests that by obscuring the actual date of discovery and report, this gave planners time, before the breach was publicly known, to get Joseph Mifsud to tell George Papadopoulos information which Alexander Downer and Stefan Halper would later attempt to record him repeating. Transcripts of Stefan Halper's failed attempt to entrap Papadopoulos have been seen by Trey Gowdy and John Radcliff.

Before the Mueller Report was released, George Papadopoulos openly speculated in both his book "Deep State Target" and in his interview with Dan Bongino 11/02/2018 that he had been under FISA surveillance. His work with Seth Cropsey as a Research Associate at the Hudson Institute was at odds with the Obama State Department, and on October 26th, Matthew Bryza let him know as much in an unpleasant conversation. Papadopoulos' contribution to the monograph, "U.S. Policy and the Strategic Relationship of Greece, Cyprus and Israel: Power Shifts in the Eastern Mediterranean" had put him on the map.
